AGPL-3.0

Free records management for Colombian public bodies

Registration, case files, retention schedules, electronic signature and long-term preservation. With artificial intelligence that does not take your documents anywhere.

Free software under the AGPL-3.0 licence. No cost, no seat counts, no expiry date.

Twenty years of Orfeo, rebuilt

Orfeo was born in 2002 at the Colombian Superintendency of Public Utilities and has spent two decades handling official correspondence for institutions across Latin America. Orpyca is its heir: the same archival logic, rebuilt entirely on current technology.

What was kept are the concepts a records office already knows by heart. What changed is everything else: per-institution isolation, an audit trail nobody can alter, advanced signature, preservation conforming to international standards, and an artificial intelligence layer designed for restricted information.

Genuinely free

Download it, install it and use it without paying anything. There is no cut-down edition and no thirty-day trial: it is the complete system. If you have a server and technical staff, you do not need to hire us.

Sovereign artificial intelligence

Search by meaning and precedents with the citation attached, with the models running inside your own infrastructure. Material classified as restricted never reaches an external provider, and there is no setting to allow it.

Written by reading the rules

AGN Agreement 001 of 2024, Law 594 of 2000, Law 527 of 1999, Law 1712 of 2014 and the interoperability framework. With the real status of each rule published, caveats included.

No lock-in

Your data leaves whenever you ask, in open formats and at no cost. Since the software is free, you can keep running it with another supplier or with your own team.

Colombian regulations

Public records management in Colombia is not a design preference: it is a legal obligation carrying sanctions. Orpyca was built by reading those rules and translating them into system behaviour.

What the system does, module by module

Anyone coming from Orfeo will recognise almost everything. Names were kept where it made sense: there is no point re-educating a whole office to call the same thing by a different name.

The software is free; the work is not

You can install Orpyca yourself and never pay us. If you would rather someone set it up with your retention schedules, bring the data across from the previous system, train your staff and answer the phone when something breaks, that does cost money: it is people’s time.
